idea of who wrote the piece, especially in fields where the research com-
munity is relatively small, or where people are particularly active in special
areas, or where we may have seen a presentation or part of the work by
the person at a conference, we are not at liberty to make personal contact
to discuss the work. Likewise, we must keep our comments confidential--
discussing them or the work itself with no one.

Reviewers often can also recommend other journals which may be more
appropriate markets for the work if they feel that it merits consideration.
