These proceedings have been arranged in a topical order that differs from the sequence of the panels at the conference. In addition, the quantity of the materials offered at the Carter Conference compelled their division into two separate and distinct volumes. The first, The Presidency and Domestic Policies of Jimmy Carter, deals with Jimmy Carter's political history and emergence, and with his management of domestic politics. The second volume, titled Jimmy Carter: Foreign Policy and Post- Presidential Years, is devoted to foreign policy and to the unique postpresidential years. In each volume, the topical arrangement is natural and customary, and within each topical category, the subjects addressed by scholars and commentators range very widely. This pattern is the felicitous consequence of our particular approach to organizing these presidential conferences: With few exceptions, no control is exercised in advance over the issues or topics that scholars wish to address. The call for papers is broadcast over a wide geographical area and among scholars from many disciplines. The resulting papers tend to fall into well-known categories, even while they are diverse in content and approaches. We do try to ensure that certain significant questions are addressed by inviting a limited number of well-known scholars to submit papers dealing with specific matters. The present volumes are the outcomes of the labors of many people, apart from the core of scholars and commentators whose contributions constitution the contents of the proceedings. While the names of all those who made the conference possible are too numerous to be listed here, two such persons cannot go unmentioned: A happy circumstance has reunited the original Presidential Conference team of 1981-82 in the persons of Natalie Datlof, Alexej Ugrinsky, and the undersigned. We worked together well and happily, turning even the occasional frictions to the solid advantage of this conference, and we emerged from the renewed experience unscathed and enriched. This coeditor has especially valued the partnership of Alexej Ugrinsky in the production of this volume. It was an easy collaboration, with a clear and complementary division of labor.
