when accompanied by social insurance, is becoming a matter
of enlightened selfishness; the general and the specific statu-
tory requirements of former years are being supplanted by
scientific standards developed through administrative orders
based on continuing investigations. 1

NOTE, May, 1917. -- The most important new development in safety and health laws
is the federal regulation in 1916 of child labor through utilization of the federal power
of control over interstate commerce. After September 1, 1917, manufacturing estab-
lishments and canneries employing children under fourteen, or children under sixteen
between 7 P.M. and 6 A.M., or more than eight hours daily, or more than six days a week,
together with mines and quarries employing children under sixteen, may not make inter-
state shipment of their products if such employment has occurred within thirty days
prior to the removal of the product. Enforcement is placed with the Secretary of Labor.
