However, this is just a proposal, which will require much time and
investment capital before it can be realized.

In sum, there are many obstacles blocking the path of economic
development in Kazakhstan. According to our estimates for the
period up to the year 2000, the annual growth rate will not exceed
2 or 3 percent (see Table 6.3 ). However, if the problems of
constructing the oil pipeline and gaining access to Asian markets
are not resolved, growth in subsequent years will not succeed in
achieving a higher rate.
