Dollar Diplomacy

AFTER some forty years Angus was about to end his aca-
demic training and move into the realism of unplanned
education, where the teachers would be less forbearing and
events less kindly. Life and his own weaknesses were catch-
ing up with him. His new education by accident would make
this clear, and would give him some painful instruction. It would
also give him some high moments, and instruction by circum-
stance was never so warmly rewarding to Angus as during his
year as Chief of the Marshall Plan in the Netherlands. He emerged
from that experience with new knowledge, new friends, and
new confidence in the capacity of a free people to achieve and
apply collective wisdom and character. When later lessons some-
what shook his faith in the qualities of American democratic
society, he could remember the people of Holland and be reas-
sured.

Angus had become a director of the Committee for Economic
Development and a friend of Paul Hoffman, its President.
When Hoffman was appointed Administrator of the new Eco-
