7 Parental Choice of Program Placement: Birth-Five Programs
Congratulations! You have cleared a major hurdle in the process of ob- taining some of the services your child needs and is entitled to receive. Now it's time to put on your detective hat and begin to investigate the variety of existing programs that may or may not be appropriate for your child. Remember, you do not have to place your child in a program that does not meet his needs just because the school system operates the program. Many parents have elected to enroll their children in neigh- borhood preschool programs with direct support and consultation serv- ices from professionals employed by the local school system, various state agencies, or other providers (e.g., Easter Seals, nonprofit rehabili- tation agencies). Many of these professionals provide on-site consulta- tion. It is important to remember that federal statutes mandate that all of your child's needs be met.
THE IMPACT OF P.L. 99-457 ON PROGRAMS
Reform in early intervention services has come about with the imple- mentation of P.L. 99-457, Part H. Changes that have occurred include the following:
Families are no longer at the tail end of the program delivery sys- tem. The family not only becomes an active participant in the de- cision-making process--either agreeing to or refusing to endorse specific services--but also becomes eligible to receive direct serv- ices (both parents and siblings).
