become hangers-on and his opponents have been de-fanged by
the rules changes. The Commons is no longer "the nation's
congress of opinions", but an echo chamber where it is not only
permissible, but even clever, to mouth obscenities at the enemy
across the way.

The substance of power is gone from Parliament and cabinet,
vanished to the inner sanctum of the Prime Minister's Office; it
was the realization of this fact, more than anything else, that
led to the resignation of Communications Minister Eric Kie-
rans.
