A major step toward changing police practices that abuse
the rights of all citizens is altering the us-versus-them attitude
that pervades many police departments. This means that a
commitment to a diverse police force must be accompanied by
a commitment to changing police culture.

Those who would seek to end affirmative action, partic-
ularly the use of goals and timetables in recruitment and
hiring, should weigh the costs to American society when the
attitudes expressed on the Mark Fuhrman tapes go un-
answered.
