the highest aspirations that Israel has bestowed upon
the world--the love of personal liberty, the reverence
for learning, the desire for international co-operation,
the extension of social justice to working people. A
régime whose philosophy and practices are antithetical
to these aspirations throws down a challenge to en-
lightened opinion everywhere
.

It seems to me that as Americans we have three clear
duties. We must marshal the conscience of mankind
against the brutal treatment of minority groups. Sec-
ondly, we must strive to awaken the German people
to a consciousness of their splendid traditions in order
that they may regain their love of liberty and justice
and exert again their ennobling influence upon litera-
ture and science and the arts. Most important of all,
we must take the lead in perfecting instrumentalities
and inaugurating policies for the establishment of per-
manent world peace. For it is war that brings in its
wake the most horrible manifestations of man's inhu-
manity to man
.
