THE Philippine Council for Industry and Energy Research and Development (PCIERD) is one of the sectoral planning councils of the Department of Science and Technology (DoST). It is the central agency in the planning, monitoring, and promotion of scientific and technological research for applications in the industry, energy, utilities, and infrastructure sectors. It has the authority to set and specify Research and Development (R&D) goals and priorities and rationalize the allocation of available resources.

PCIERD was created as part of the reorganized National Science and Technology Authority (NSTA) on March 17, 1982, through Executive Order No 784. Then, on January 30, 1987, President Corazon C. Aquino issued Executive Order No. 128 reorganizing NSTA into the Department of Science and Technology to make it more effective and responsive to the scientific and technological needs of the country.

In keeping with its vision to be a recognized leader in the policy formulation, planning, and programming of national Science and Technology (S&T) activities for the industry, energy, utilities, and infrastructure sectors and fulfilling its mission to take the lead and partner with public and private institutions in generating S&T policies, strategies, and technologies that will contribute significantly to national economic development, PCIERD has taken steps to invigorate the national research system to push forward the industrial and energy sector. …
