ADB Looks for 5 Pilot Energy Projects

In line with the $ 30-million loan portfolio it is extending to the Department of Energy (DoE), the Asian Development Bank (ADB) is scouring for five pilot areas for projects that could demonstrate significant level of energy efficiency.

According to ADB senior energy specialist Sohail Hasnie, the pilot projects could come in the form of efficient lighting of public buildings, street lighting initiatives and demonstration of fuel efficiency for the transport sector, among others.

While stakeholders who attended the Energy Summit already conceded that the Philippines cannot do anything to avert oil price spikes, it was noted that other initiatives such as those geared toward promoting energy efficiency and conservation could soften the economic impact on Filipino consumers. On the ADB loan, Hasnie noted that the details of the project proposal will be finalized by March this year.

When world oil prices trail skyrocketing trends, the government has the tendency to revive measures at conservation and those that can draw results on energy efficiency.

However, institutionalizing these policies has not achieved much headway for lack of financing and other resources, such as technical and logistics, among others.

The ADB said such weaknesses in "energy efficiency" initiatives shall be addressed by the loan portfolio it shall be extending for the next five years. …
