LTO Takes over Motor Vehicles' Emission Testing

The Land Transportation Office (LTO) said Monday that it is ready to implement its new requirement for private motor vehicles to take their emission test exclusively at the agency’s motor vehicle inspection centers by the first week of November.Joel Donato, chief of LTO’s North Motor Vehicle Inspection System (MVIS) center at the LTO Main office compound on East Avenue, Quezon City said they are prepared to implement the new requirement 15 days after its publication in a national daily, which would fall on the first week of November.Donato said the requirement will first be implemented in areas where there are MVIS centers such as in Metro Manila (North and the South MVIS in Pasay City); Regions 3, 4-A, and Cebu.Despite expected opposition from the owners of private emission testing centers (PETCs), Donato said the LTO is ready to defend its move to take over the business of inspecting the quality of emission of private motor vehicles from the PETCs. …
