Manila Creates Permanent Crisis Management Panel

MANILA, Philippines - Manila city councilors Tuesday approved the creation of a permanent crisis management committee tasked to oversee the effective coordination and implementation of response and relief measures during man-made and natural crises.Members of the Manila City Council likewise earmarked some P25 million for the initial operation of the newly created committee, Manila 6th District Councilor Jocelyn Dawis-Asuncion said.Dawis-Asuncion said that the ordinance creating the Manila Crisis Management Committee (MCMC), which she authored with Councilors Joel Chua and Honey Lacuna-Pangan, breezed through council hearings."We do think that the creation is timely in the wake of the earthquake in Japan which killed thousands of lives. To effectively implement response and relief measures, the council decided to create a Crisis Management Committee that will be empowered to address all kinds of crises," she said.Such crises include environmental or man-made disaster, natural disaster, civil disorder, insurgency, rebellion, terrorism, and hostage-taking incidents, according to Dawis-Asuncion.The MCMC will be led by the city mayor, who will act as the committee chairman, with the vice mayor as vice chairman.Dawis-Asuncion said the committee members will be composed of heads of the city's offices for administration, health, social welfare, public service, engineers, and city planning and development, and the majority floor leader, city police director, fire department chief. …
