Poll Officials Fight over OIC Appointments

Commission on Elections Chairman Alfredo Benipayo's memorandum designating two commissioners -- one as officerin-charge for judicial and quasi judicial matters and the other as OIC for administrative/financial matters with full signing authority -- in place of the chairman before he left for Sweden last June 22 is legal and aboveboard, according to Commissioners Resurreccion Z. Borra and Florentino A. Tuason Jr.

Commissioner Rufino S.B. Javier was designated OIC for judicial and quasi judicial matters while Borra was named OIC for administrative and financial matters.

In a three-page memorandum, Borra and Tuason said the designation of the commissioners who are to handle temporarily the functions of the chairman while he is away is an internal matter which the Comelec has already resolved.

They said Benipayo is on an official trip to Sweden to attend the Democracy Forum 2001 and the International IDEA 6th Conference on Electoral Management Bodies and will soon be back on July 3. He will be away for less than two weeks from the signing of the June 18 memorandum.
