Urban Planning Accord Signed with Australia

The Housing and Land Use Regulatory Board (HLURB) has signed with Australia's Agency for International Development (AusAid) and Philippine-Australia Governance Facility (PAGF) an agreement on the drafting of guidelines for strategic planning in urban areas in this country.

The pact aims to enhance the technical capability of HLURB staff in assisting cities on strategic planning through the participatory approach.

HLURB Chief Executive Officer Romulo Q. Fabul, Dr. Patricia Ludowyk, AusAid first secretary for development cooperation, and Ronald Staples, PAGF facility director, signed the agreement with Commissioners Roque Arrieta Magno and Francisco L. Dagnalan as witnesses.

HLURB, one of five shelter agencies under the Housing and Urban Development Coordinating Council (HUDCC) and chaired by Secretary Michael T. Defensor, is mandated to update and revise land use rules and standards and is the government's regulatory and quasi-judicial institution on land use and development.

Magno was named chairman of the project coordinating committee.

The guidelines will cover recommended practices and procedures for analyzing future urban development opportunities, preparing or revising comprehensive land use plans, encouraging community participation in the planning process, and controlling unauthorized development. …
