Eastern Bank and Trust Co., the Salem, Mass., investment management subsidiary of the Boston-based Eastern Bank Corp., has promoted James M. O'Neil Jr. to chief fiduciary officer.

He retained the duties he assumed when he was hired last year as an investment professional -- assisting in business development and retention, and providing management and training for the trust division.

Mr. O'Neil came to Eastern from Citizens Financial Group Inc. of Providence, R.I., a Royal Bank of Scotland Group PLC unit that bought his previous employer, Boston's UST Corp., last year. He held executive investment management jobs there and, earlier, at the Boston-based Fleet Financial Group Inc. (now FleetBoston Financial Corp.).


National Penn Bancshares Inc. in Boyertown, Pa., has promoted Wayne R. Weidner to chairman, effective Jan. 1.

He will remain the $2.7 billion-asset company's president and chief executive officer, as well as the chairman and CEO of its National Penn Bank. As the company's chairman, he will succeed the retiring Lawrence T. Jilk Jr.

Mr. Weidner has been the president of the parent company since 1988 and the CEO of its bank since 1991. He was named the CEO of the company and the chairman of its bank in January.

Since joining National Penn Bank in 1962 as a teller, he has held jobs as a branch manager and as the company's treasurer.

Valley National Bank in Passaic, N.J., has hired Robert Minson as a Small Business Administration business development officer.

He is responsible for generating SBA-guaranteed commercial loans in New York's Nassau and Suffolk counties and in Manhattan and Queens. …
