Nonprofit Organizations Lose Bid for City Contract

Two nonprofit groups fell short in their bid to win contracts to help the city of Eugene run its temporary staffing operation.

Personnel Solutions, a division of Goodwill Industries of Lane County, and Portland-based St. Vincent dePaul Enterprises, (not affiliated with St. Vincent dePaul Society of Lane County), had sought the annual contract under a state law that requires governments to give hiring preference to nonprofit groups that help disabled people learn job skills and find work.

The nonprofits' temporary agencies sought to help the city's personnel department place hundreds of temporary workers a year in city jobs, a task which includes processing employee payroll checks.

Last month, officials in the city's purchasing department eliminated Personnel Solutions and St. Vincent dePaul Enterprises because a state-approved list of nonprofit vendors did not show either one as being able to provide payroll services, said Carol Pomes, city purchasing manager.

In spite of the setback, Goodwill will continue to seek opportunities under the state "Products of Disabled" law, spokesman David Wrightson said Monday. "You win some, you lose some," he said. "We'll continue to go after other contracts, both public and private, when it's appropriate."

With the nonprofits knocked out of contention, officials reviewed the bids from four private, for-profit firms. Last week, a panel of city officials chose Selectemp, a private firm based in Springfield that had the contract last year, as the temporary staffing contractor. The runner-up, Personnel Source, has until Wednesday to appeal the decision to Pomes. …
