In 1939 the Commission on Teacher Education invited a representative sample of American colleges, universities, and school systems to join with it in a cooperative study of teacher education. For the following three years these institutions made special efforts to improve their programs for the preparation of teachers and for the facilitation of their growth in competence on the job. Each center acted according to its own plans, but interchange of ideas was frequent and the Commission provided a variety of services upon request. Many interesting and significant developments ensued.

This book is a report based mainly on what happened in the colleges and universities associated in the cooperative study. Like other reports in the same series it sketches the Commission's work, describes and analyzes specific activities carried on in the affiliated centers, and sets forth the authors' own interpretations and conclusions. It has been organized, in general, in terms of well recognized aspects of programs for the preparation of teachers, although institutional contributions to inservice education have also been treated. But what is particularly striking about the report is its emphasis on the way in which all program aspects proved to be interrelated and on how certain basic ideas and ways of working tended to bring faculty members closer together and give greater unity to institutional programs.

The report has been jointly prepared by W. Earl Armstrong, Ernest V. Hollis, and Helen E. Davis. Both Dr. Armstrong, who was head of the department of education at Mills College before he joined the Commission staff in 1938, and Dr. Hollis, who came from the department of education at the College of the City of New York in 1940, served as field coordinators in the cooperative study.
