In recent months a number of issues have arisen that place considerable strain on relations between Canada and the United States. Some Americans have been disturbed by actions of the Canadian federal and provincial governments in the pursuit of independent economic and cultural objectives. Canadians, on the other hand, have reason to be concerned about "foreign control." The purpose of this book is to define the issues that threaten the long-standing friendship between the two countries and to promote a better understanding of their mutual interests.

Most of the essays in this volume were discussed at a conference jointly sponsored by the Academy of Political Science and the Center of Canadian Studies, School of Advanced International Studies, The Johns Hopkins University, in Washington, D.C., on October 23 and 24, 1975. The conference was organized by H. Edward English, director of the Center of Canadian Studies. Chairmen for the various sessions included Bruce Rankin, Canadian consul general in New York City; Richard J. Schmeelk, cochairman, American-Canadian Committee; A. Randolph Gherson, minister counsellor, Canadian Embassy; and Robert H. Connery, president, the Academy of Political Science.

In the interest of promoting better understanding between the United States and its neighbor to the north, the Exxon Corporation and the International Nickel Company, as well as the Gulf Oil Foundation, the Texasgulf Corporation, the Bank of Montreal, and the Royal Bank of Canada provided financial support that made the project possible. The Academy is deeply grateful for their assistance.

The Academy serves as a forum for the dissemination of informed opinion on public questions, but it makes no recommendations on political issues.
