State Level Changes in Energy Intensity and Their National Implications

Why do some states have different patterns of energy intensity from others? The authors examine changes in energy intensity from 1977 to 1999 across the 48 contiguous states and in specific energy-consuming sectors. They identify various factors that may explain variations in energy intensity and provide recommendations for how the Department of Energy can help states share information and act effectively to reduce energy intensity.
