This volume arises from a seminar convened in January 1994 in Ayr, Strathclyde at the Craigie Campus of the University of Paisley around the theme of ‘New Firm Formation and Regional Economic Development’. Over 100 academics, policymakers, practitioners and consultants attended the meeting representing the public and private sectors from all parts of the British Isles. As anticipated, the conference was wide-ranging and influential, providing the opportunity to analyse and discuss the innovative work of academics, government and business development organisations on the regional variation in the rates of business start-ups, on the causes of differences, on policy proposals, etc. Speakers from the public and private sectors, academia and consultancies presented papers on the key elements of the new directions of this critical policy area: finance, networking, cultural influences, education. As representatives from local and national agencies participated in the meeting, interaction between higher education institutions, policymakers and practitioners was a strong dimension of the seminar. With the success of the meeting and the importance attached to incorporating the feedback on the contributions from the participants, the improved papers from the meeting are being more widely disseminated through refereed publications: the international journal Small Business Economics, published in early 1995 and, of course, this volume in the Routledge Studies in Small Business series.
