Arts organizations nationwide are under pressure to increase public participation in their programs, yet many arts organizations lack the resources or expertise needed to implement effective outreach strategies. The authors offer a new framework for understanding and influencing arts participation and a set of guidelines for using this framework. This guide will help institutions evaluate how people decide to participate in the arts, and how these decisions differ among current participants and potential new audiences.
