Dial (Développement et Insertion Internationale), established in 1990 by ird (Institut de Recherche pour le Développement, ex-ORSTOM), the French government and the European Commission, is a scientific institute involved in economic research, studies and statistical surveys on developing economies. dial provides assistance to developing countries and to development institutions in France and Europe in the preparation and implementation of appropriate policies. DIAL's vocation is to be a centre of expertise at the service of the developing world and the international aid community. dial is the core unit of the research unit CIPRÉ (Croissance, Inégalités, Population et Rôle de l'État: Growth, Inequalities, Population and the Role of the State) from ird.

In carrying out its research programme, dial benefits from the support of institutions such as ird, the French Ministry of Foreign Affairs (DGCID), the French Ministry of Finances (INSEE, DREE) and the CESD-Paris. in addition, dial undertakes specific studies at the request of various bilateral and multilateral development institutions.
