Prologue

Preparing to enter the twenty-first century, and looking back at the gains of the past fifty years of developmental efforts, the world community has engaged itself in reprioritizing its agenda. There is certainly a feeling of satisfaction over the achievements made, but there is also a realization that much remains to be done. The development path pursued in the past five decades has not only failed to achieve some of its goals, but has also contributed to the inventory of problems. We need to attend to the unfinished agenda, and to address the newly emerging problems of global dimension.
