THIS CHAPTER INTRODUCES AN OVERALL PROCESS for developing a comprehensive set of human resources policies and procedures for your organization. The following chapters will describe each step of that process in detail.

First a few definitions for some of the terms used in this book:

DEFINITIONS

Organization. The overall entity—a company, government department,
or division.

Human Resources. The function within the organization (no matter what
its title) that is accountable for obtaining and maintaining a qualified pro
ductive workforce.

Senior Managers. Regardless of actual titles, the top management posi
tions within the organization accountable for establishing the direction of
the organization, its mission, strategic plan, and overall objectives.

Manager. Regardless of actual titles, any employee accountable for di
recting a function of the organization and/or has supervisors and manag
ers reporting to it.
