This book provides a comprehensive review of how the United States has developed and implemented policies to use space capabilities to enhance national security from before Sputnik to the present, focusing, in particular, on areas of continuity and change. Chapter 1 presents the foundational background and history of U.S. national security space policy. It emphasizes how the United States sought to legitimize satellite overflight for reconnaissance purposes in order to open up the closed Soviet state and then organized to manage the national security space enterprise throughout the remainder of the Cold War. This foundation is essential for understanding current national security space-policy issues. Chapter 2 examines key issues that present opportunities and challenges for U.S. national security space policy including military transformation, export controls, and missile defense. Moving to a global perspective, Chapter 3 discusses space law, space weaponization, increasing congestion, and the emergence of China as a major space power.
