Starting in October of 2001, the world witnessed terrorist anthrax attacks on the American government that were obviously designed to shut down the U.S. Congress at a very critical moment in America’s history as a Republic, that is, immediately after the terrorist attacks of September 11. It was during this precise moment that Congress should have been in session, making vital decisions, exercising strict oversight of the executive branch of government, and in particular the White House under President George W. Bush, the Department of Justice under Attorney General John Ashcroft, the Department of Defense under Secretary of Defense Donald Rumsfeld, and the Central Intelligence Agency under Director George Tenet. Such U.S. congressional oversight did not occur because of these terrorist anthrax attacks. Even worse yet, President Bush and Attorney General Ashcroft deviously manipulated these terrorist anthrax attacks on Congress in order to stampede the American people and the U.S. Congress into enacting into law the totalitarian U.S.A. Patriot Act with almost no congressional input whatsoever.

This book will discuss some of the historical background for the law, the policy, and the science behind biological weapons in the United States: how and why the United States government initiated, sustained, and then dramatically expanded an illegal biological arms race with potentially catastrophic consequences for the human species and its supporting biosphere on this fragile planet Earth.
