For a good number of people, Malaysia’s tenth general election marked the possibility for change in the familiar ethnic pattern of electoral politics.

In 1990 the definitive New Economic Policy (NEP, 1971–90) was brought to a close. in the heady days when the National Development Policy (NDP, 1990–2000) was ushered in along with the Vision 2020 policy, there was much anticipation that ethnicity would subside as a factor of politics. the ndp had called for the private sector to play a larger role in the economy while a principal goal of Vision 2020 was the creation of a Bangsa Malaysia (Malaysian nation).

However, in the 1990 and 1995 general elections, there was still little indication that the familiar pattern had changed. a period of tumultuous in-fighting in the United Malays National Organization . . .
