The bitter antagonisms between Jews and Arabs engendered by the conflict of Zionism with Arab nationalism seem today to be as deep-rooted as ever. Those who attempt to consider dispassionately the problems created by the conflict may find themselves isolated and regarded with suspicion by both protagonists. At times they may be subject to untoward pressures of both a personal and an official nature. In spite of such pressures, I have endeavored to maintain a dispassionate attitude toward the study which follows. It is my firm conviction that only such an approach will be of value in achieving the end to which this work is hopefully directed, the cause of Arab-Jewish rapprochement.

Because of his important role in efforts toward greater understanding between Jews and Arabs, I would like to dedicate this work to the memory of Dr. Judah L. Magnes, former President of the Hebrew University in Jerusalem. It was through him that I first became interested in these problems and through his own concern that I became especially interested in the Arab refugee dilemma.

This concern led me to Israel to work as a representative of the American Friends Service Committee (Quakers) with the UN Relief for Palestine Refugees in 1949, and to the area as a Ford Foundation grantee to study the Arab refugee problem between 1952 and 1954.

I would like to thank the many individuals who have been of assistance in gathering and assembling this material. In this respect, particularly valuable were the assistance and advice of Professor J. C. Hurewitz of Columbia University.
