This study outline, Questions of the Hour, comprises eighteen programs on current and timely political, social, economic, industrial, international and other topics of the day, for the use of clubs and other study groups. These programs are based on sixty-six volumes in the Handbook and Reference Shelf Series, which may be found in most well-equipped libraries.

Two previous editions of this Outline have been published, the last in 1923 as Reference Shelf Volume 1, number 9. These are now out of print. The many new volumes of the Handbook and the Reference Shelf appearing since their publication, and the number of earlier volumes now out of print, have made essential the complete reconstruction of the Outline. With but a few minor exceptions the present Outline is entirely new.

The increased amount of material available for analysis has led to greatly enlarged programs. Individual clubs and study groups will deal with these according to their own facilities and preferences. Where they are found too large to be dealt with in their entirety, selections may be made of topics most attractive; or a main topic may be selected and subsidiary papers be given or discussion held on the remaining topics.

Reading selections have been made to give a comprehensive and balanced view of the various subjects. In a few cases references not found in volumes analyzed have been introduced. Such references are given in full, and will usually be found accessible for reading in the libraries. Many of the topics are debatable, and selections have frequently been included from both sides.
