The subject of the ensuing Memoir, having served his country with honor and distinction in the army during the war of American Independence, was the first who, after that event, received the appointment of Consul of the United States at Canton from the American Congress, in 1786; an appointment which, in 1790, President Washington renewed. He resided several years in that city, and was engaged for a considerable period in active commerce in the Chinese and Indian seas.
