AT DAWN IN BERLIN, THE DARK- green superstructure of the Glienicker Bridge emerged faintly through the mists clinging to the Havel River.

It was an ugly, swaybacked span, named the "Bridge of Unity" to commemorate the alliance of the United States and the Soviet Union in World War II. At its center was a six-inch white line. On one side was West Berlin, on the other, East Germany.

"Sie Verlassen Den Amerikanischen Sektor" the sign on the western side warned, in German, Russian, and English: "You Are Leaving the American Sector."

The morning was cloudy and chill. A few fishermen lounged on the banks of the river. East German police in mustard-colored uniforms stood guard on their side . . .
