When the Institute for Strategic Studies was founded in November 1958, one of the principal objectives of those who brought it into being was to foster a series of independent appraisals of national or international strategic and military problems. The present scope and finances of the Institute do not permit it to undertake major projects of original research. But one useful service that it can render both to governments and to public opinion is to bring together groups of experienced minds to re- examine some of the accepted premises of existing policy and the factors that may affect them in the future. NATO in the 1960's is the Institute's first contribution of this kind, the first of its 'Studies in International Security'.

The problem of interdependence has necessarily preoccupied in recent years the thoughts of anyone who is concerned with the future of the Western alliances. The process of clarifying and invigorating my own has been greatly assisted by a study group on this problem which met regularly at the Institute throughout the first eight months of 1959. This included:

Professor Max Beloff (Chairman), Roland Bird, Jacques de Bourbon Busset (France), Rear Admiral Sir Anthony Buzzard, Bt. (Rtd), Peter Calvocoressi, Lieutenant General Sir John Eldridge (Rtd), Richard Goold-Adams, John Grant, Denis Healey, MP, Sir James Hutchison, Bt., Professor Walt Rostow (USA), Sir George Thomson, FRS.

The draft of this study was then used as the principal working document at a private conference held at Worcester College, Oxford, from October 2nd to 4th under the Chairmanship of Marshal of the Royal Air Force Sir John Slessor, which was attended by over a hundred experts. These included members of all the services; officials, civil and military, of the NATO staffs and Secretariat; and representatives of almost every NATO country.
