The following record of an arbitration of a dispute between a great European military power and a weak African native state, more or less in connection with action of the League of Nations in dealing with a broader political controversy between the same two countries, is herewith offered to students of international organization as a case study. In many ways very defective, in other ways surprisingly satisfactory, the Wal Wal arbitration deserves to be recorded and studied as one more item in the secular development of international government.
