The United States frontage on two oceans inevitably has led to its greater military vulnerability on the one hand, and to its greater capacity for keeping potential enemies off its shores on the other. Naval power and, more recently, air power have been key elements. in this two-sided picture. They have not and do not operate in a vacuum, of course. What is the nature of the space in which they have operated--its waters, skies, and scattered land areas? What conditions do naval and air power impose, what facilities do the installations built to serve them provide? Where do we find the conditions and facilities combined most favorably for the establishment of strategic bases to defend our shores from attack and to extend our striking power across the seas?

Who are the people on these islands? What do these islands contribute toward the support of population and what are their potentials? Is a crisis developing from growing population demands?

For which Pacific islands has the United States assumed responsibility as trustee? What is meant by the United Nations Strategic- Trust Territories? What significant questions are posed by nuclear tests on them? In what way is the United States accountable to the United Nations for the Trust Territories? What roles do the islands play in the air communications net of the Pacific? Are the island bases obsolete in the nuclear and missile age? What sort of future development may be envisaged for the Pacific islands administered by the United States?
