This volume consists of lectures delivered at the University of Alabama during the week of December 1 to 6, 1947, as a part of the Southern Regional Training Program in Public Administration. I value highly the opportunity to share in this significant regional program. During my week at Tuscaloosa I found ample confirmation of my impression from afar that Dr. Roscoe C. Martin and his associates in the Bureau of Public Administration and Department of Political Science have succeeded in shaping a fresh approach to the pressing problems of government in the South.

It is remarkable perhaps that when I left after so few days, I felt that I was pulling up roots--so fully had the staff members and students treated me as one of them. I came away with deep respect and affection for the fellows in the training program: Catherine Fox, Burton Friedman, Leon Joyner, Robert MacMillan, Hope Marshall, Buford McRae, Paul Rilling, and Mary Shadow. To my respect for their teachers and counsellors I must add sincere gratitude for a generous hospitality that demonstrated the continuing vitality of the Deep South's best traditions.
