This book is intended primarily to provide in one volume a text for use in universities offering professional courses for the preparation of public park and recreational service executives. Although recreational services are administered by jurisdictions other than cities, and by private and commercial agencies, courses for the professional education of recreationists are related to the field of municipal administration. Recreational services administered by federal and state governments, which are expanding at a pace perhaps exceeding that of local recreational service, are a subject of special study which should be treated independently.

The present work is also limited to the consideration of administration from the standpoint of departmental problems. Departmental administration derives its form largely from uniform practice within the municipal government as a whole, and is to a large extent governed by state and municipal law. This book endeavors to set forth the principles and practices of administration as they have been adapted to the particular functions of a municipal park and recreational service department.

There are problems of administering the particular program and facilities of the unit center, such as the playground, park, community building, swimming pool, camp, or other public recreational place. These are not included except as they illustrate or are related to universal problems involved in the administration of all types of public recreational places.
