The purpose of this study is to examine the effects of the Chinese-Japanese conflict on American rights in China, on American interests in China and on American Far Eastern policy. This is not a study of the war in China, but is an attempt to analyze the effects of Japan's march toward a 'new order in Asia' on the Far Eastern position of the United States and to show the effects of the current European war on American Far Eastern policy. The expanding Axis agreements and alignments have linked the conflicts in Europe and Asia, to complicate further the problems of American foreign relations. Because these wars are still in progress, this study is necessarily a report to date and its conclusions are subject to later validation. However, the author's interest in the formulation and conduct of American foreign policy has led him to believe that some clarification of the present status of American rights, interests, and policy in respect to the conflict in China is essential if a constructive Far Eastern policy is to be pursued.

Begun independently, this study has been carried forward under the auspices of the Institute of Pacific Relations. The material that it contains is closely related to two fields of study now under investigation as a part of the Institute's international research program. The first of these concerns the Treaty Port system of China, its past, present, and future. The second, and more comprehensive, is the Institute's Inquiry Series. It is the purpose of this series to relate unofficial scholarship to the problems arising from the present conflict in the Far East, with a view to indicating the major issues that must be considered in any future adjustment of international relations in this area. References to a number of the studies in this series will be found in the bibliography.
