The third Arab-Israeli war of June 1967 will long be studied from different points of view and in its various aspects -- military, diplomatic, sociological, and so forth. For the present, so close to the event, no one can hope to make more than a modest contribution to the understanding of such a complex subject. My own interest has been mainly devoted to inquiring how and why it came about. I have dealt with the background or antecedents of the war rather than with the war itself or with postwar problems. I was drawn to examining some of the forces behind the war because I consider that, in the long run, they will prove to be the deepest and most important aspects of what has already been, in effect, a twenty years' war. If this is not the last one between Arabs and Israelis, the same forces will be responsible for bringing about another war.

A much shorter version of this essay first appeared as an article in Commentary magazine of August 1967. When I was asked to republish this article in more permanent form, I decided to go over the ground again and to see whether a number of points could not be told more fully and clearly. Only minor revisions seemed necessary in the first half, but the second half of the article has been rewritten and enlarged to take in much new material not previously available to me. I have tried as much as possible to base this work on documentary sources, but contemporary history cannot be written from documents alone. It has not, unfortunately, been possible to cite sources of a personal nature. I can only assure the reader that these sources were, in every case, leading figures who were . . .
