This Essay was originally published in 1906. It was re-issued in 1912 and again in 1915, undergoing on each occasion a very considerable enlargement. A fourth edition has now been called for. Inter arma but little fresh material has accumulated. In the circumstances it may be doubted whether the author would have felt that any extensive re-casting was desirable. But he would certainly not have been satisfied with a literal reprint. In point of fact he had made a few jottings as to possible improvements. The present edition gives effect to his wishes for amendment. Beyond this, all that has been done is to introduce into text and foot-notes such modifications and additions as seemed to be necessary, if the whole was to be brought up to date. The number of illustrations has been increased by one.
