Professors, soldiers, government officials, and lawyers may write books freely without danger of losing their professional standing. So may dentists, third-basemen, ex-Communists, and drug addicts. Not so newspapermen. No matter how many hundred of thousands -- yes, millions -- of words they may have written, for them to put their thoughts between hard covers is, in the eyes of their colleagues, to become "authors," and this is inexcusable. It is almost as bad as becoming public relations men. They have deserted the atmosphere of the city news room, with its hourly deadlines, its editors' inanities, and its sense of the frantic, and have instead retired into chambers; they have sacrificed the sharp tang of fresh ink on newsprint for the musty fragrance of the ivory tower. So the legend goes.

In my case, however -- if I may be permitted this defense - it was precisely because I felt I was not climbing into an ivory tower that I undertook the task of designing a United Nations peace force. The Carnegie Endowment for International Peace persuaded me there was a real opportunity to perform a useful service. UNEF, the United Nations Emergency Force, had given the UN a valuable new tool for peacemaking. Why not make some such machinery permanent? It was an obvious question; many were asking it; but few seemed to be doing anything specific about it. Perhaps a thorough study of the problems and prospects -- an effort to plow the ground -- would be useful if and when the UN General Assembly came face to face with the question on its agenda. It might, indeed, help to encourage the subject being placed on the agenda, by stirring informed public discussion of the issues involved. At least, so it seemed to me.

Such an undertaking requires many things. It requires a sponsor; the Carnegie Endowment was prepared to play that role. It requires an indulgent editor, ready to humor a corre-
