This book aims to set forth in broad outlines America's significance to the laborer of the Old World, the contributions immigrants have made to the development of the United States, the changes in the attitude of the people of this country toward immigration, certain aspects of a possible constructive immigration policy and the international phase of the migration movement and of our restriction policy. Whatever its merits, it is the product of years of contact with immigrant groups, of study and thought upon the immigration problem and of nearly two years close observation and attentive listening in the legislative halls at Washington.

I have sought to present a readable, frank and fair interpretation of relevant facts. In writing it I have kept in mind the thoughtful citizen, the constructive-minded legislator, the employer of labor, the student of population and labor problems, the Americanization worker and those interested in international and inter-racial questions.
