This study is the result of an investigation carried on while the writer was a member of the Economic Seminary of the Johns Hopkins University. It is an attempt to bring up to date in a formal and concise manner the financial history of Baltimore; an account of the finances of Baltimore from 1729 to 1897 was ably written by Professor Jacob H. Hollander.

The writer is indebted to many persons for aid in the preparation of these pages, especially to his teachers -- Professor J. H. Hollander and Professor G. E. Barnett, under whose guidance the study was made. The author also wishes to express his appreciation for the valuable assistance rendered him by public officials of the city, particularly by Dr. H.
