In this study we have attempted to analyze Tito's unique Communist system in some detail, and to place it in the perspective of its historical, geographic and cultural setting. There have been good studies of certain aspects of Yugoslavia's development, and scholars have published a wealth of definitive background data in other years. Yet it seemed to us that a comprehensive treatment was needed which would look upon the new Yugoslav system objectively and with the benefit of further research.

Our aim may be overly ambitious, for Yugoslavia is one of the most complicated countries in the world, and it presents many problems on which the experts differ. Moreover, emotion runs high these days on anything involving Communism, and there is not always agreement on what is objective and what is not. There will probably be both Yugoslavs and Americans who will take exception to certain parts of this study. We can only say that we have tried to avoid biases. We have no axes to grind; our sole aim has been to contribute to an informed American public opinion and thus to the interests of the United States and its ideals.

For several reasons, the highly significant developments in Yugoslavia since World War II are inadequately known and understood in the United States. Our culture, for one thing, suffers generally from an over-orientation toward Western Europe. Those Americans who think about Eastern Europe at all tend to do so emotionally and only in terms of Cold War strategy. Another reason is that, along with some excellent books and articles, there is much writing on Yugoslavia that is hortatory and partisan rather than factual. Both admirers and critics of the Tito regime, whether on the Communist or the anti-Communist side, have been guilty of this. Nor is the intricate Yugoslav system always easy to understand. This is perhaps particularly so for Westerners who are unfamiliar with Marxist theory and practice.
