It grows out of a long-term conviction that the primary source for improvement in the results of manpower programs must be adaptation of those programs to the needs of individuals and the realities of labor markets. We view this as only one beginning of several currently being made. Its source is basically our personal experiences, and it may suffer from that narrowness and gain from that practicality.

The text has profited from reviews and comments by Sar Levitan, Robert Taggart, Richard Arnold, Michael Kirkham, Gary Felker, Ms. Nancy ReMine, Robert McPherson, and Ms. Marty Gould. We appreciate their perceptive comments, all of which we have welcomed and considered, though not all did we adopt. The book has profited from their advice.

Publication of this book was sponsored in part by the National Manpower Policy Task Force, which is a private, nonprofit organization primarily concerned with furthering research on manpower problems and assessing related policy issues. The Task Force sponsors three types of publications: (1) policy statements in which Task Force members are actively involved as co-authors, (2) studies commissioned by the Task Force and reviewed by a committee . . .
