Many have contributed to this book and it is a pleasure to record my thanks to those who supplied information and offered helpful criticism of the manuscript in its earlier stages. The book began, as have several others in this series, as a doctoral thesis under the supervision of the late R. MacG. Dawson and all who have been through this process will know how much I owe to him. A host of individuals in the Public Archives at Ottawa, in the Legislative Library and Provincial Archives in Winnipeg, and in the Manitoba Civil Service have supplied information and answered innumerable questions. Many, particularly in the Civil Service, have had to answer queries twice, for, after submission as a Ph.D. dissertation, the manuscript was allowed to lie fallow for several years and then updated to June 1960. The editors of the University of Toronto Press have been very helpful and efficient. My most helpful critic has been my wife who not only read the manuscript twice but also made the index. Publication has been made possible by a grant from the Canada Council through the Social Science Research Council of Canada and by assistance from the Publications Fund of the University of Toronto Press. To all I extend my thanks as well as the customary absolution from responsibility for what follows.
