County Government: a Guide to Efficient and Accountable Government was written to fill this gap, to assist students in understanding county government, and to aid county leaders and professional employees to develop more efficient and accountable government. This book takes the reader into the charter revision process, provides a prescription for charter revision, and focuses on a national award winning county government. This government, the "Union Plan" can be emulated throughout the nation. It can serve as a model for counties without an elected executive, much the same way the "Lakewood Plan" in California is a national symbol of county and municipal cooperation.
