A first version of this study was finished before the abortive summit conference in Paris in May, 1960. Reproduced by The RAND Corporation under the title The Soviet Threat to Berlin, the study served as the basis of a lecture I gave at the Princeton University Conference on "Germany: Problems and Prospects," on March 16, 1960. The text was revised and expanded in June and July, 1961, resulting in the present version. It contains six new chapters, in addition to revisions in the original text, to provide an account of Communist moves and Western countermoves to the end of July, 1961.
