The year 1999 saw two defining moments for the future of America's children, one a tragedy and the other an attempted national solution that created an even greater threat to our children.

The tragedy occurred on April 20, 1999, when eighteen-year-old Eric Harris and his friend and cohort, seventeen-year-old Dylan Klebold, led an assault on their own high school in Littleton, Colorado, killing or wounding thirty-five students and one teacher.

The second defining moment--the attempted solution--took place several weeks later, on June 7, 1999, the opening day of the White House Conference on Mental Health in Washington, D.C. the President and Vice President of the United States along with their wives came together with leading figures from the media and the field of psychiatry. They were mindful of the Littleton tragedy, as well as the subsequent May 20 school shooting of six classmates by fifteen- year-old T. J. Solomon at Heritage High School in Conyers, Georgia.

Mrs. Clinton introduced the two psychiatrists who were showcased at the opening session, both of them biological psychiatrists, or biopsychiatrists.
