This collection of essays by leading scholars and diplomats involved with the area examines the key political and economic issues facing Japan, Russia, and their neighbors since the end of the Cold War. The main goal is to analyze recent developments in Moscow-Tokyo bilateral relations and their growing interest in closer economic engagement, stability, and regional cooperation.

This book is the result of a lengthy process of seminars and roundtable discussions organized by the Economic Research Institute for Northeast Asia (ERINA) from April 1995 to July 1997 and called ERINA-Russia Forum. the volume represents the main outcome of this process. the forum was organized as an informal network of academics and practitioners. Its working meetings and public seminars served to discuss issues and problems in Japan-Russia relations and their relevance to Northeast Asia. By the end of 1996 the number of people involved in these working meetings and public lectures and seminars grew and the subject area covered by the forum expanded.

On July 29 and 30, 1997, several key members of this project participated in a concluding workshop "Japan and Russia in Northeast Asia: Building a Framework for Cooperation in the 21st Century" supported by erina and the Japan Foundation. the workshop was a productive event, and the participants were encouraged by the speech delivered by Prime Minister Ryutaro Hashimoto to the Association of Corporate Executives (Keizai Doyukai) on July 24, 1997, in which he mapped out key directions in Japan's policy with regard to the United States, Russia, and China proposing that Japan's diplomacy in the Asia-Pacific region be complemented by a proactive Eurasian diplomacy. a report summarizing the key findings of the workshop was published and distributed in early October 1997, a month before the Yeltsin-Hashimoto informal summit in Krasnoyarsk.
